Am i eligible for president obama home refinance program?

Am I eligible for the President Obama Home Refinance Program. I am having a torrid time because my hours have been cut where I work. The company I work for is facing stiff competition and are cutting costs everywhere. I am in a very difficult situation because I have a mortgage with high interest repayments and my bank wont modify or refinance the rate because of my income. I am in a real pickle and wanted to know If I am eligible for the President Obama Home Refinance Program. Please help me...Not sure how to apply....
