Am i eligible for federal mortgage refinance program - please help

I wanted to know if I was eligible for the Federal Mortgage Refinance Program? At the moment the interest rate on my mortgage is very high. My income is high enough to meet my mortgage obligations but I am struggling and the banks wont refinance my mortgage because they see me as high risk. I was wondering if the Federal Mortgage Refinance Program would help me lower my mortgage payments so I could have some semblance of a normal stress free life.
