Where Can I Get Help With Gas and Electric Bills?

Every year my gas and electric bill reaches new highs, it's becoming a real pain in the neck and its stopping me from getting ahead in life. I have insulated my house, put energy efficient appliances and have religiously tried to use less gas and electric but still it keeps going up. I know every prices are going up so I'm looking for a permanent way to lower my gas and electric bill! Any idea?
