Offer in compromise help - need help paying taxes

I've been experiencing financial hardship for a while and I'm having trouble paying my taxes. I spoke to a friend of mine who recommended Offer in Compromise Help from the Government. I am not sure what this is but my friend said I could possible write off some of my tax liability. Does anyone know how this Offer in compromise help works and will I be eligible for help? Please point me in the right direction because I desperately need help with taxes.
